On Chinese electromagnetic carrier catapult test

Recently the Chinese Navy has issued a report saying it successfully used an electromagnetic catapult on the Fujian 18 Supercarrier

If true this would be the first successful test anywhere in the World. However, under what circumstances were these done, as electromagnetic catapults and equipment malfunction in winds and precipitation over 70mph. Either this is a major military breakthrough or a propaganda stunt.
